Compliance checklist

  • 50% Bumiputera sub-quota

    Half of your Malaysian crew must be of Bumiputera status — a sub-quota within the 30%.

  • Minimum 5 understudy interns

    Five interns are required, separate from and additional to the crew quota.

  • No FINAS-licensed Malaysian service company appointed

    A CCM-registered Sdn Bhd production services company must apply on your behalf. We can introduce you.

  • PUSPAL approval is required

    PUSPAL clearance is a prerequisite for your Provisional Certificate. Features must clear a Script Review first; the New Application is due 30 days before your Temporary Work Period starts, and the TWP caps at 180 days.

  • PUSPAL's own 30% local crew rule

    Separately from FIMI's quota, PUSPAL requires at least 30% local crew registered with a local film association (GPP v6.0, 14.3(b)). Two agencies, two obligations — satisfy both.

  • No Malaysian Government grant permitted

    No Malaysian Government grant may have been received or solicited for this project.

  • Cost overruns above 3%

    Overruns beyond 3% of estimated Malaysian expenditure need FIMI Approval Committee approval.

  • Completion window

    Live-action series must complete within 18 months of expenditure commencement (36 months for animation).
